00:00:49 make a presentation on behalf of the family of abduslam seba who was a resident in flat 81 on floor 11 of grenfell tower i should just give a general trigger warning now the

00:01:23 was born in the rush morocco on the 11th of september 1939.
00:01:30 1939. he became a british citizen after emigrating to the united kingdom in 1967 and was a local coffee shop owner until his retirement having also worked as a
00:01:41 his retirement having also worked as a chef
00:01:42 chef he had lived in grenfell tower since 1978
00:01:47 1978 making him one of the longest standing residents of the tower at the time of the fire he lived alone in flat 81 on what became floor 11 after the refurbishment
00:01:58 the refurbishment he has survived amongst other family by his son muhammad sabra and his grandson eunice
00:02:05 eunice both of whom came to grenfell on the night of the fire to try to assist him
00:02:12 it remains too traumatic for the family to speak publicly about mr sabre so it is for this reason that the family did not address you in the public commemoration in 2018 and that there is
00:02:25 commemoration in 2018 and that there is no photo of mr saber on the screen today although he has provided one for the panel and for mr millet queen's council to see
00:02:37 i'm also asked by the family to tell you today
00:02:41 today a little of mr saber's long-standing commitment to the local community public service
00:02:47 service a lay visitor to local police stations and prisons a branch leader of the gmb in paddington hospital
00:02:54 hospital and importantly one of the founders of the alumina mosque which the panel has heard played such an important role in serving the community in the aftermath of the fire
00:03:06 community in the aftermath of the fire alamona was where mr sabre had been hours before his death
00:03:12 the trauma of the night prevented muhammad at muhammad sabra until as recently as may 2022 from working with his solicitor to complete a witness statement that fully
00:03:23 complete a witness statement that fully explains
00:03:25 explains the calls that he made with his father on the night this is important evidence and is now available to you to understand what happened and we are grateful that this has been considered
00:03:39 can i turn to abduslam sabra's physical health at the time of the fire in june 2007 he was 77 years old and living alone in
00:03:50 he was 77 years old and living alone in flat 81 as we've said over the preceding years mr sabre suffered worsening ill health and was increasingly vulnerable he had a diagnosis of high blood pressure and had
00:04:03 diagnosis of high blood pressure and had significant mobility issues mr saber identified his medical condition to the tmo on several occasions including in 2015
00:04:14 occasions including in 2015 where he objected to the repositioning of the boiler in his flat because of his difficulties in moving around he described himself in correspondence as old and a sick person
00:04:26 old and a sick person his medical condition and mobility impairment had also come to the attention of rbkc in the context of an application made for temporary accommodation in 2016.
00:04:37 accommodation in 2016. the council assessed him as requiring a ground floor flat or a flat with a lift due to his difficulties with the stairs yet
00:04:46 yet as with other residents with known vulnerabilities impacting their ability to evacuate there was no plan in place as to how he would evacuate in the event of a need to do so nor was there any communication or
00:04:58 nor was there any communication or pre-arrangement in place to secure his assisted evacuation or rescue by the lfb we therefore recognize this case as falling in a category of cases that the
00:05:10 falling in a category of cases that the chairs phase one recommendation on personal emergency evacuation plans would apply to
00:05:19 mr sabre was last seen on cctv in the lift lobby of grenfell tower at 23 minutes past midnight waiting to go up into the building having come from
00:05:31 go up into the building having come from evening prayers at our mana i'm not going to ask for the picture to be put on the screen but if you look at it in your own time panel you will see an elderly gentleman in traditional clothing carrying a stick
00:05:44 in traditional clothing carrying a stick to assist his walking yusef khalood who lived in flat 85 recalls seeing his neighbour in the lift lobby at the time
00:05:54 as the panel known the kitchen appliance fire which started on the fourth floor spread onto the exterior and upwards of the building so quickly that it directly threatened the eleventh floor from as
00:06:06 threatened the eleventh floor from as early as 0-120 from flat 86 on floor 11 there was the home of the jafari family mr ali
00:06:17 mr ali jafari would die on floor 10 as a result of taking the lift which stopped on the floor exposing the occupants to the dangerous conditions of the densely smoke-filled lobby we will return to his
00:06:29 smoke-filled lobby we will return to his presentation next week sir you will recall in the phase one hearing
00:06:35 hearing nadia jafari's dramatic evidence of the flat 86 kitchen window becoming engulfed in fire and collapsing inwards the flat 6 kitchen is located
00:06:46 the flat 6 kitchen is located immediately adjacent to and shares a common wall with the living room area of flat 81.
00:06:57 we will come back to how nadia jafari and her father ali jawa jafari left flat 86 and up until they entered the lift the communal lobby on
00:07:08 entered the lift the communal lobby on floor 11 were still almost entirely free of smoke
00:07:12 of smoke however as the phase one report has already found at volume 3 paragraph 22.31 the front door of flat 86 was not so
00:07:24 the front door of flat 86 was not so self-closing and therefore remained partially open when nadia and her father fled what was now a kitchen on fire thick black smoke from the external and
00:07:35 thick black smoke from the external and internal fires affecting flat 86 flowed out of the front door and filled the communal lobby within minutes when branislav lukich and mirian lovsin
00:07:47 when branislav lukich and mirian lovsin came to make their first attempt to evacuate from flat 84 on floor 11 they found the lobby quote entirely black due to being engulfed in thick black acrid
00:07:58 to being engulfed in thick black acrid smoke
00:07:59 smoke mr lukich described the situation as terrifying they pulled back into their flat
00:08:08 mr sabre made an emergency call at 0125 36 in the call he referred to a fire at grenfell tower 91
00:08:21 grenfell tower 91 as is clear from a later call with his son mr sabre perceived the location of the fire to be in the flat above this was a flat from which his home had been flooded previously which had been a
00:08:33 been flooded previously which had been a significant event for him the call could not have come from flat 91 at the time both of its residents had already exited the flat
00:08:44 the flat during the call the operator asked mr saber whether there was smoke or fire in his home but the call cut off before he responded
00:08:53 responded the operator did not call him back
00:08:57 in a second 999 call at 01 33 12 mr sabre said that the fire was now inside his flat the call then cut off in circumstances
00:09:08 the call then cut off in circumstances giving the impression of mr sabre having deliberately ended the call transcript records the bt exchange operator informing the 999 call handler
00:09:19 operator informing the 999 call handler that the caller had said he was on floor 11.
00:09:22 11. during the short call the location of the clat was not clarified again no one tried to call mr saber back this was around the point in time when
00:09:34 this was around the point in time when flat 81 became exposed to the exterior fire by virtue of directly adjoining the kitchen window of flat 86 but as professor purser explains this
00:09:45 but as professor purser explains this was a transient exterior flaming and likely only affected flo 81 for a short period
00:09:52 period according to his analysis more extensive external flaming occurred only much later at around 02 48.
00:10:02 on the night of the fire muhammad sabra abduslam sabra's son was in his home in south kensington at about 1 15 he received a call from
00:10:13 at about 1 15 he received a call from his sister telling him that grenfell tower was on fire he immediately drove to the tower with his son eunice on the way at around 1 20 a.m so either
00:10:24 on the way at around 1 20 a.m so either before or between the two initial 999 calls placed by mr sabre from the flat muhammad received a first call from his father on his mobile phone
00:10:35 father on his mobile phone muhammad recalls that mr sabre told him that the tower was on fire and that he was at home waiting for the fire brigade to help him out this was the first of three calls that
00:10:46 this was the first of three calls that muhammad had with his father that night muhammad and his son eunice arrived at the tower at approximately 1 45 a.m they attempted to get entry to their
00:10:57 they attempted to get entry to their building to assist the father but they were stopped from doing so and instructed that the fire service would help him
00:11:06 a second call between muhammad and his father began shortly after they arrived at 1 45 and continued until 2 30 a.m this call was on mr sabre's landline
00:11:19 this call was on mr sabre's landline in the period up to this time flaming can be seen outside flat 101 higher up the building with debris falling onto the outside of flat 81. it appears that also around this time smoke
00:11:32 appears that also around this time smoke was increasingly entering flat 81 which eventually caused mr mercedes to retreat into the enclosed bathroom area the grandson eunice made a 999 call at
00:11:45 the grandson eunice made a 999 call at 02 46 42
00:11:49 02 46 42 the call was put through to merseyside fire services via the 999 overflow arrangements that first routed the caller through nottingham like other control rooms
00:12:01 like other control rooms merseyside did not know anything about the fire
00:12:04 the fire eunice had to be told that he was through to liverpool and that they spent time establishing how to spell grenfell eunice told the operator operator that mr sabre was in flat 81 on floor 11 or
00:12:17 mr sabre was in flat 81 on floor 11 or 14.
00:12:18 14. he said his grandfather was stuck in the toilet and needed evacuing evacuating the call ended with eunice saying that his grandfather had quote just stopped
00:12:30 his grandfather had quote just stopped talking on the phone so it's so very critical that somebody gets there this eunice meant that they had been cut off and mr saber's landline had stopped
00:12:42 off and mr saber's landline had stopped working
00:12:44 after the call with eunice terminated merseyside fire services called the lfb control room to tell them of a grandfather stuck in the toilet in flat
00:12:55 grandfather stuck in the toilet in flat 81
00:12:56 81 they were informed by an emotional cro jones that they're not going to get to people
00:13:05 the lfb operator took unity's mobile number to call him back in order to advise that mr sabres should get out and go for it
00:13:14 go for it at 250 cro jones called eunice's number which rang for 18 seconds she ended the call and did not try again however
00:13:26 however the advice to get out at this stage even if actually given was not a realistic possibility for mr sabre
00:13:34 sabre he would not have been able to independently evacuate via the stairs due to his mobility impairment
00:13:43 despite all the efforts of mr saba and his in family to inform the lfb of his situation
00:13:49 situation the need to evacuate an occupant from flat 81 was never successfully registered with the fsg process at the fire ground we recall
00:14:00 we recall the various places and methods where the flat number might have been listed but was not
00:14:06 was not in the lfb control room there were no references to flat 81 in dac fenton's notes or on his whiteboard there was no reference to flat 81 on the
00:14:17 there was no reference to flat 81 on the original forward information board or the walls on floor 3 or 2 of grenfell tower
00:14:25 tower neither was anything written on the ground floor wall filled in by watch manager williams after 3 15 a.m none of the paperwork found in the combined units vehicles refers to this
00:14:37 combined units vehicles refers to this particular fact we have found two references to flat 81. first a later version of the whiteboard in command unit 7 identifies flat 81 on
00:14:50 in command unit 7 identifies flat 81 on the left hand side of the board as a priority
00:14:54 priority but the timing of the photograph is unclear
00:14:57 unclear second there are pieces of paper that watch manager o'keefe discovered in his clothing after the fire that refer to quote flat 81
00:15:08 81 floor 11
00:15:10 floor 11 as of 405 am in any event there is no evidence of any ba crews ever being deployed to flat 81 indeed no ba teams were successfully
00:15:22 indeed no ba teams were successfully deplored to floors 10 or 11 during much of the first two hours of the fire this was despite multiple fsg calls also from mr sabre's neighbor natasha elcock
00:15:34 from mr sabre's neighbor natasha elcock and her partner at flat 82 reporting that they and their child were stuck on floor 11.
00:15:41 floor 11. as the chair has reported a ba team did save natasha alcock and her family later in the night but but that by by that time it was too late for abdul salaam

00:15:56 muhammad was able to call his father again
00:15:59 again for a final and third time after eunice's 0246 999 call this is the telephone contact that muhammad has detailed in his further statement of the 20th of may 2022 made
00:16:13 statement of the 20th of may 2022 made as part of preparing for the this final stage of the inquiry and it is important to do justice to it its reference for the record is iws 402375
00:16:29 at the time abduslam was in the toilet and was struggling to breathe muhammad recalled his father coughing choking and experiencing obvious respiratory problems
00:16:41 respiratory problems he told his son that he thought he was dying
00:16:45 dying muhammad
00:16:46 muhammad still outside the building watching listened helpless and unable to do anything
00:16:52 anything at the end of that call the line went dead and when muhammad tried to call back the phone rang with no answer
00:17:02 muhammad is clear in his recollection that this call continued to around 3 30 a.m
00:17:10 a.m after the call ended muhammad sat on a bench in a state of shock
00:17:15 shock at 3 50 a.m his nephew rushed up to him saying that his father had been seen in hospital
00:17:21 hospital muhammad knew this was not correct because he had been speaking with his father minutes earlier he recalls how he was short with his nephew and shouted my father is
00:17:30 father is dead muhammad can time this interaction minutes after the call ended because he remembers looking at his watch and seeing 3 30 am
00:17:43 as professor persa explains in his report there was extensive flaming around 0.248 but this was concentrated on the side of the exterior rule by flat 82 and then
00:17:56 the exterior rule by flat 82 and then subsided
00:17:58 subsided prior to and after 248 there is evidence of firefighters applying water to the east elevation on floor 11. this is recorded in 999 calls at 237 and
00:18:10 this is recorded in 999 calls at 237 and 247 made by natasha elcock from flat 82 who could see the water contact in contact with the building dr stoinov identifies the waterjet being
00:18:22 dr stoinov identifies the waterjet being applied to the eastern elevation of the tower from around 245. after 248 flaming on the exterior of flat 81 is intermittent until a large
00:18:34 of flat 81 is intermittent until a large interior fire can be seen after around 3 45 am at 4 39
00:18:43 at 4 39 eunice called the lfb control room to make further enquiries about his grandfather he was told to watch the news
00:18:55 the archaeology analysis established that mr sabre died in the protected area of the bathroom where the telephone calls also confirmed he had sought shelter
00:19:06 he had sought shelter he went to the place in his home that would maximize his chance of survival for as long as possible it follows from muhammad sabra's evidence regarding his final call with
00:19:18 evidence regarding his final call with his father that the likely time of unconsciousness is around 3 30 somewhat later than the initial estimate in professor person's report the further witness statement of
00:19:29 the further witness statement of muhammad sabra was not available when professor persa drafted his report having been taken through the evidence of flame spread and fire fighting activities last thursday in oral
00:19:40 activities last thursday in oral evidence professor person's opinion was that this was consistent with mr sabre losing consciousness at around 3 30 as recalled by muhammad
00:19:51 recalled by muhammad he estimated that mr sabre would have died at around 3 50 to 4 o'clock or perhaps even a few minutes later and the reference for that is day 297

00:20:10 a post-mortem toxicology test revealed that mr saba had accumulated an extremely high lethal carboxy hemoglobin level of ninety percent this is established this is status this
00:20:22 this is established this is status this establishes that the medical cause of mr sabre's death is correctly recorded as 1a inhalation of fire fumes as found in the final post-mortem report
00:20:36 may i conclude by acknowledging the efforts of the family on the night in doing absolutely everything they possibly could to try to save their loved one
00:20:48 save their loved one muhammad also stayed with his father on the phone
00:20:51 the phone during that agonizing final period in leflat
00:20:55 leflat you have heard it in other cases but the son on the phone to his dying father
00:21:01 father watching the fire and smoke that would kill him with no power to do anything about it is rightly described as a torturing experience
00:21:12 right back in the opening statement for phase one
00:21:16 phase one on the fifth of june 2018 i mentioned to the chair abdul salam sabras family as being private but nevertheless very engaged in the process
00:21:28 nevertheless very engaged in the process which they have been in both phases it is particularly important that muhammad has found the strength to detail the final call it provides clarity as to how long his
00:21:40 it provides clarity as to how long his father kept himself alive and in contact with the ones he loved it also helps to explain why this family feels such pain from losing him in these
00:21:51 feels such pain from losing him in these awful circumstances may i conclude by paying tribute to them

00:44:35 hasham rahman from flat 204 on floor 23 who was recovered from flat 204 on floor 23. i should also as before give a general trigger warning and the statements and the materials that you're about to hear discussed or displayed
00:44:47 about to hear discussed or displayed may be distressing to some and those who are here or watching the live stream may wish to absent themselves or look away as the case may be mr friedman thank you very much yes mr friedman when you're ready
00:45:17 hesham rahman lived in flat 204 on the top floor which became floor 23 after the refurbishment hessian was born on the 30th of january
00:45:28 hessian was born on the 30th of january 1960 in cairo egypt he was 57 years old at the time of his death
00:45:36 so you will recall that at a commemoration hearing on the 22nd of may 2018
00:45:42 2018 a video tribute to hessian was prepared by noha el baghdadi and her young son that was played at the hearing heshim lost his mother at a young age and was welcomed by his aunt shafika
00:45:54 and was welcomed by his aunt shafika ragab into her family she treated him like her son and he called her his mother shafika's daughter noha and heshem were incredibly close
00:46:05 incredibly close noah thought of him as her big brother he was a loved and cherished member of the family muhammad raghav shafiq's brother did not marry or have
00:46:17 shafiq's brother did not marry or have children of his own but he always treated heshem as his son and heshem like other members of the family always refer to him as uncle also at the commemoration hearing
00:46:30 uncle also at the commemoration hearing a moving and powerful statement was delivered by shashafika's grandson karim mussily
00:46:37 mussily who the inquiry has also heard from in module four karim described the important impact hashim had on his life as a father figure who he too
00:46:48 life as a father figure who he too affectionately called uncle
00:46:51 the various statements that have come to the inquiry including from other family and friends make it so very clear that hashem rahman was loved he was someone of great kindness
00:47:03 he was someone of great kindness and who would always make people make time for people he was a talented hairdresser who expressed himself through poetry and had a love of music the devotion to him
00:47:14 the devotion to him played out in the terrible days after the fire when so many of his family and friends walked the streets and visited the hospitals trying desperately to find him
00:47:24 him karen mussouli expressed in his evidence to you
00:47:28 to you that our families are broken but more specifically hesham's family would say that his loss of someone so treasured has broken part of them
00:47:40 has broken part of them at the commemoration hearing a poem that hesham composed in february 2016 was read aloud in it he said that he wished to be remembered in death not with tears and
00:47:51 remembered in death not with tears and sadness but with a prayer and a smile it was typically him and so his family hold on to his memory still
00:48:00 still with a prayer and a smile
00:48:04 may i turn to hashem rahman's known vulnerability
00:48:09 heshim had a long-standing diagnosis of diabetes and associated serious mobility problems which predated his move to flat 204 of grenfell tower in 2012
00:48:20 204 of grenfell tower in 2012 his health and mobility further deteriorated in the years after he moved into flat 204. he began to use a stick such that his impairment was plain to see for anyone who met him
00:48:31 see for anyone who met him he was reliant on the lifts and when they were out of operation he was unable to leave the flat when required to descend stairs he did so only very slowly and he would visibly
00:48:44 so only very slowly and he would visibly shake
00:48:45 shake his vulnerabilities were known to rbkc in the tmo on the 19th of december 2006 he completed an rbkc health and disability assessment form identifying
00:48:58 disability assessment form identifying his diagnosis of diabetes and associated difficulties including neuropathy causing significant pain in his feet he was identified a risk of falling as a
00:49:10 he was identified a risk of falling as a side effect of prescribed medication he explained he could not manage even a single flight of stairs and requested a ground floor flat he reiterated his mobility related difficulties to rbkc on various
00:49:23 difficulties to rbkc on various subsequent occasions on the 29th of january hessian's gp responded to a request from rbkc for information the gp confirmed hessian
00:49:34 information the gp confirmed hessian rahman's diagnosis and his associated mobility difficulties from the records it appears that an rbkc housing suitability recommendation was subsequent subsequently made for either
00:49:47 subsequent subsequently made for either an upper lower ground floor property with no more than six steps or up to floor four with lift access
00:49:57 hesham's allocation was to flat 204 on the 23rd floor of grenfell tower hessian received a new tenant visit from a tmo from the tml on the 9th of october
00:50:08 a tmo from the tml on the 9th of october 2012 and subsequently an introductory tenant review visit on the 28th of june 2013.
00:50:16 2013. the associated forms record that he disclosed his mobility problems it is clear that hessian was not able to use the single stairs to evacuate the
00:50:27 use the single stairs to evacuate the tower in the event of a need to do so his family have made that clear in the evidence they have given to the inquiry and hesham himself referred to the fact of his disability
00:50:38 of his disability several times during the calls that he made from grenfell tower on the night of the fire
00:50:45 as with others that we have already referred to these were documented disabilities and it has been accepted during the evidence before the inquiry that there were no
00:50:56 before the inquiry that there were no arrangements in place such as a personal emergency evacuation plan to assist hessian to evacuate in the event of a need to do so nor was there any prior arrangements to
00:51:07 nor was there any prior arrangements to facilitate firefighters to rescue him my turn to the night of the fire
00:51:15 cctv footage shows heshem rahman in the lift lobby of grenfell tower at 8 54 pm on the 13th of june waiting to go up into the building
00:51:27 into the building shortly after 1am hessian was alerted to the fire by his close family friend anna krifsoon who lived close by and had seen the fire
00:51:36 the fire anna told hashem to get out and recalls him agreeing and telling her that he would get dressed a brief word on anna she had known hesham for 17 years since
00:51:47 she had known hesham for 17 years since she was 14 and he and her mother had been in a relationship this explains why as you will hear she identified heshem as her father during a number of 999 calls
00:52:00 number of 999 calls analysis of the footage of external fire spread on the flat six column shows that the fire reached floor 23 as early as 1.26
00:52:11 1.26 as you have heard the upward spread was sufficiently rapid for its effects to be noticed by the occupants of the top floor much earlier farhadnida of flat 205 called the tmo
00:52:23 farhadnida of flat 205 called the tmo out of hours engineer at ten past one and referred to an electric burning smell
00:52:29 smell you have heard that the nida family went out into the landing in response to the smell getting stronger and saw fafia ahmed al-sanusi and her daughter israel ibrahim exit flat 206 in a state of
00:52:42 ibrahim exit flat 206 in a state of panic and then saw residents come up and congregate on the top floor from the lower floors about this time farhad nida recalls seeing hesham rahman
00:52:54 farhad nida recalls seeing hesham rahman open his front door to the flat and then close it again members of the panel as you have heard in other presentations at this time the control room was
00:53:05 at this time the control room was receiving a significant number of fire survivor guidance calls from the top floor reporting rapidly deteriorating conditions this included the important calls
00:53:16 this included the important calls regarding the conditions in flat 201 as you heard yesterday jessica arbana ramirez began her lengthy call with cro russell at 01 29 48.
00:53:28 russell at 01 29 48. brooke huftum spoke to cro halsen in the lfb control room at 01 3210 during this call he said the window was already burning up and after initial attempts to get
00:53:40 and after initial attempts to get through and conversations with bt call operators debbie lampro began a 40-minute call with cro jabin of northwest fire service at 1 41
00:53:52 northwest fire service at 1 41 all these calls relay details about the development of smoke and fire reflecting affecting the 23rd floor it is against that context that hessian
00:54:04 it is against that context that hessian made his first call at 01 39 15 from flat 204
00:54:11 flat 204 operations manager norman in the lfb control room took the call he reported that a little smoke was coming into his home which appeared to
00:54:22 coming into his home which appeared to have set the smoke alarm off om norman told him that the fire was on floor 4 and that the safest place for him was to stay in his flat om norman called hashem back at 01 4602
00:54:36 om norman called hashem back at 01 4602 mistakenly having selected the wrong number from the screen during this call he told her that he now thought that the fire was next door she told him again to stay where he was
00:54:48 she told him again to stay where he was and reassured him that crews knew where he was and would be with him as soon as they could be it was after this calls that hesham informed his family friend anna
00:54:59 informed his family friend anna that he had been told to stay in the flat by the fire brigade and on that basis
00:55:05 basis he intended to do so
